Guidelines on the Offering of New/Revised Programs
These guidelines are being issued to streamline the procedures for offering new, revised, reactivated, extension programs, distance education, and transnational education. De La Salle University should only introduce or implement such offerings at the start of the academic year.
1. New programs / major / minor / specialization
- The grant of autonomous status to De La Salle University up to 31 May 2023 is contained in CHED Memorandum Order (CMO) No. 07, series of 2021, dated 30 April
- Pursuant to Section 11 of CMO 19, s. 2016, autonomous HEIs have the privilege to offer new programs without securing permit/authority from CHED except disciplines/degree programs that are under moratorium, and graduate programs as repealed by CMO No. 15, s. 2019.
- The offering of diploma/certificate programs need to be submitted to CHED for
- The following are the naming conventions of Graduate Studies degree programs in compliance with CMO No. 15, s. 2019:
- Master’s Degree, with thesis (whether Academic or by Research) – degree title starts with “Master of Science” or “Master of Arts”
- Master’s Degree, without thesis (Professional Track) – degree title starts with “Master in” or “Master of”
- Straight Bachelor’s-Master’s Program – include both Bachelor’s and Master’s in the degree title, e.g., “Bachelor of Science in” and “Master of Science in”
- Doctoral Degree, with dissertation (whether Academic or by Research) – degree title starts with “Doctor of Philosophy in”
- Doctoral Degree, without dissertation (Professional Track) – degree title starts with “Doctor in” or “Doctor of”
- Straight Master’s-Doctoral Program – include both Master’s and Doctoral in the degree title, e.g., “Master of Science in” and “Doctor of Philosophy in”
Do not include unnecessary words or phrases in the degree title such as academic track, by research or research track, professional track, non-thesis, straight program, honors, etc. Ladderized programs should not be offered anymore.
2. New or Revised Optional Minor
De La Salle University offers optional minors. Students may voluntarily apply for one (1) minor program offered by any of the various colleges/schools in the university, and has to complete 12 to 18 units under the chosen minor program. Upon completion, the minor will be part of the program degree title in the transcript of records and diploma.
3. Revised programs
Revisions of programs originally submitted to CHED can be classified into three (3) types:
Type 1. Revisions that entail change in units, change in delivery (e.g., modular, by research), and change in degree title/subtitle should pass through the Academics Council;
Type 2. Revisions that entail change in major requirements (e.g., thesis, practicum) should pass through the Academics Council; and
Type 3. Revisions that entail minor changes (e.g., subject level, WCE/OCE requirements) will be approved at the college level only and need not pass through university level councils.
Type 1 and Type 2 revisions should be submitted to CHED. The submitted revised curriculum shall be applicable only to the entering students in the specified academic year.
4. Reactivated programs
De La Salle University, on its own, may deactivate academic programs. A deactivated academic program will not be offered to new students starting the term of effectivity, but may be reactivated at some future time. As the deactivation of the program was internal to De La Salle University, its reactivation will not involve any submission nor approval from CHED.
5. Extension programs
Pursuant to CHED Memorandum Order No. 27, series of 2009, all Higher Education Institutions (HEI) should file an application to operate an extension class or academic program. All applications shall be subject to the approval of CHED, based on document evaluation and extension site inspection.
6. Distance Education (DE)
Pursuant to CMO 40 s. 2008, autonomous HEIs has the privilege to offer distance education programs except for graduate programs as repealed by CMO No. 15, s. 2019. For Policies and Guidelines on Distance Education, please refer to CMO 27 s. 2005.
7. Transnational Education (TNE)
Pursuant to CMO No. 62 s. 2016 Policies, Standards and Guidelines (PSGs) for Transnational Education (TNE) Programs, autonomous HEIs need not secure government authorization to operate TNE programs except for graduate programs as repealed by CMO No. 15, s. 2019.

Only applications meeting the timetable, procedures, and requirements below shall be considered in the deliberations.
Timetable
Whenever a deadline falls on a Sunday or a holiday, it is understood that the deadline shall be the last working day before the indicated deadline in the table below.
For purposes of these guidelines, “AY 00” shall be understood as the current academic year; “AY+1” shall be understood as the incoming academic year; and “AY+2” as the academic year following “AY+1.”

Procedures
The following procedures, for the critical steps, will be observed:
